UNSC: A3+ reiterates call for immediate withdrawal of all foreign forces, fighters, mercenaries from Libyan territory
NEW YORK (United Nations) - The A3+ group of the UN Security Council on Friday called again for the "immediate" withdrawal of all foreign forces and foreign fighters and mercenaries from Libyan territory, stressing that the sovereignty and independence of this country and the integrity of its territory must be respected.
In a statement delivered on behalf of the group by Algeria's Permanent Representative to the United Nations, Ammar Bendjama, during a Security Council meeting on the situation in Libya, the group expressed its support for the role of the United Nations Support Mission in Libya (UNSMIL) in assisting the country in its efforts to foster peace, stability, and dialogue, emphasizing that "Libya stands at a crossroads in its modern history, a moment that requires the full attention of the international community."
The A3+ underscored "the need for any political roadmap facilitated by UNSMIL to be firmly anchored in Libyan ownership and leadership, and to offer a pathway to ending the protracted transitional phase through free, fair, and transparent national elections," he said.
"By doing so, we can lay the foundation for unified institutions that genuinely reflect the will of the Libyan people."
In this respect, the group expressed support for the call for UNSMIL to implement the recommendations of the "Strategic Review" in close coordination with the Government of National Unity.
"This includes maintaining the support for a political solution at the core of the mission's mandate, streamlining UNSMIL work streams to advance Libya's political process, and creating a dedicated economic section within UN mission in Libya," Bendjama said on Behalf of the A3+ group.
"We wish to underscore the importance of adequately equipping UNSMIL, both in terms of financial and human resources, to fully deliver on its mandate." The Algerian diplomat said that the United Nations Support Mission in Libya continues to face tremendous challenges in its effort to stabilize Libya, "especially in the face of increasing external interference."
"The A3+ is appalled by the unprecedented flow of weapons into Libya by both sea and air, a reality that has been documented time and again, yet for which this Council has failed to ensure accountability."
The group warned that "such persistent inaction not only emboldens violators, but also gravely undermines the credibility, the authority, and the moral standing of our Council," reiterating "its call for the immediate withdrawal of all foreign forces, all foreign fighters and all mercenaries from Libyan territory." "Libya's sovereignty, independence and territorial integrity must be respected," A3+ group stressed.
