MADRID - A new security report by Spain's National Police Drug and Organized Crime Unit (UDYCO), submitted to the National Court, has revealed that a criminal network dismantled last March had planned to build a third secret tunnel for drug smuggling between Moroccan territory and the Spanish enclave of Ceuta.
