SIDI BEL ABBES - Czech cyclist Bernard Kotulowski, representing the Havy Four Tirana team, won the third stage of the 26th International Cycling Tour of Algeria on Sunday, contested over a 139km route between Tlemcen and Sidi Bel Abbes.
