A statement from the Council of Ministers said that regarding the 2025-2026 harvesting and threshing campaign, the President of the Republic ordered the preparation of a "more effective" framework law for agriculture that includes "mechanisms to allocate cultivated areas for annual products according to need, with the aim of reducing imports and moving increasingly towards self-sufficiency in the sector."

The President of the Republic also ordered the Minister of Agriculture, Rural Development and Fisheries to prepare "a monthly bulletin and task the governors with precise monitoring to determine the percentages and production quantities for various types of cereals, especially soft wheat and durum wheat, as well as the immediate digitization of the agricultural crop delivery system to the regional agencies of the Algerian Interprofessional Office for Cereals, while working closely with the National Office of Statistics."

The President also ordered a review of the role of the Algerian Office for Cereals and specialized institutes in the agriculture sector "to improve their performance, modernize them, and combat all forms of deviations in the agriculture, rural development, and fisheries sector."

During the meeting, President Tebboune ordered the launch of a "national soil analysis survey program, in coordination with laboratories, to classify the nature of agricultural lands across all cultivated areas."

He emphasized transitioning towards using wastewater for irrigation to combat the mentality of total reliance on rainfall, stressing the necessity of plowing and preparing land under all conditions.

The Council of Ministers statement noted that "the irrigation sector aims to achieve a 60 percent recovery rate of wastewater."
