2026 Finance bill: MPs welcome investment support, enshrinement of State’s social character ALGIERS - Members of the People’s National Assembly (Parliament's Lower House) on Monday welcomed the investment-support measures and provisions aimed at reinforcing the social character of the State contained in the 2026 Finance bill, expressing satisfaction with the positive economic indicators presented in the draft. These reactions came during a plenary session chaired by Ibrahim Fakhour, Vice-President of the Assembly, devoted to debating the 2026 Finance Bill, which had been presented the previous day by the Minister of Finance, Abdelkrim Bouzred, in the presence of government members. In this context, MP Rabah Daiemellah (El-Bina Movement) praised the provisions designed to protect purchasing power and stimulate investment, particularly the decision not to introduce new tax increases. He called for a greater role for small businesses and start-ups in the national economy. MP Mehdi Kouira (National Democratic Rally) highlighted the importance of avoiding new taxes, viewing it as proof of the State’s commitment to encouraging investment and safeguarding citizens’ purchasing power. He stressed the need to channel investments into productive sectors such as agriculture, manufacturing industries and renewable energy. Independent Deputy Mokhtar Bousbia welcomed the improved economic indicators in the 2026 Finance bill, notably the growth rate, falling inflation and enhanced purchasing power. He urged the development of the road network in the southern wilayas to support the growing momentum of investment. MP Zahra Kamel (National Liberation Front) called to unfreeze vital public projects, especially in education, health and transport. She welcomed the increase in unemployment benefits and proposed extending eligibility for the allowance up to the age of 50. MP Farida Ghamra (Movement of Society for Peace) applauded the wage increases, the authorization to import buses and the development of Islamic finance, while emphasizing the need to tackle bureaucracy that delays development projects. MP Ali Mouilhi (Front for Justice and Development) urged the unfreezing of essential projects and a review of eligibility criteria for public rental housing, particularly in the country’s eastern border provinces. MP Fateh Brikat (El-Moustakbel Front) considered that the bill struck a balance between development ambitions and implementation capacities. He welcomed the economic and social reforms initiated by the State, which would be continued through the 2026 Finance bill. Speakers also put forward several observations and proposals, including facilitating the export of surplus agricultural production, promoting processing industries, completing public infrastructure in education, health, water resources, culture and sport, and ensuring that the Finance bill’s provisions contribute to the country's comprehensive and balanced development.
