ALGIERS - The Speaker of the Council of the Nation (the Upper House of Parliament), Azouz Nasri, reaffirmed Wednesday evening in Algiers that the bill introducing technical amendments to the Constitution marks the start of a new era for more coherent and harmonized institutions.
