"Algeria, aware of the threat posed by terrorism to the security and stability of states as well as to international peace and security, is strongly committed to fighting against the financing of the scourge, by becoming a party to the International Convention for the Suppression of the Financing of Terrorism and the main international instruments of fight against this scourge, set up by the United Nations and the Bretton Woods institutions," said Messahel in his address at the ministerial conference on fight against terrorism financing, held jointly by France and the Organization for Economic Cooperation and Development (OECD).
The minister added that the Algerian legislation complies with the recommendations of the Financial Action Task Force (FATF) and with the resolutions of the United Nations Security Council, stressing that "Algeria is an active member of Egmont Group."
In this regard, Messahel said that this mobilization of Algerian financial institutions against all potential funding sources of terrorism is in line with the national counterterrorism strategy, which is marked by high vigilance inside the country and along its borders, especially with countries most affected by the scourge.
As regards cooperation, the Foreign minister underlined that Algeria has developed a strong bilateral, regional and international cooperation with a view to contributing to drying up the various funding sources of terrorism, through the criminalization by the UN of ransom payment, which was and remains the main source of terrorism financing, especially in Africa.
Messahel also recalled the fruitful collaboration with the African Union, which resulted in holding an International high-level Conference on the fight against the financing of terrorism, in Algiers on 9 and 10 April 2018.
The high-level meeting culminated in the adoption of a series of measures and recommendations to back up Africa's efforts in drying up the sources of terrorism financing.
