OUARGLA (Algeria)- A major programme of strengthening national refining capacity with an additional 18 million tons oil equivalent (TOE) will soon be announced by the government, CEO of Sonatrach Abdelhamid Zerguine said Monday in Hassi Messaoud (Ouargla).
